I worked for days to find this one after trying all others on Driverguide.com. I am trying to reinstall Win98SE on a Vaio PCG-F390 laptop without the recovery CD's. I have hit two 'sticking points.' The modem driver being one of these problems. This driver is from the www.conexant.com site labeled a generic driver for HCF modems for Win98. Download and unzip the file. Remove any previous HCF drivers in the Add/Remove Programs control panel. Then start Add New Hardware control panel. Have it display a list of drivers in your unzipped folder and the pick HCF Generic Driver. It will warn you that this is not the correct driver but I installed it anyway and it works perfectly. My other 'sticking point' is this PCI Multimedia Audio Device that I need a driver for and I do not know what sound card these vaio f390s use. So that will be my next quest. I hope this helps someone!
